Max Skill 3 first as your main wave clear and poke tool, then Skill 1 for its shield and bonus damage.
Early on, farm cleanly and collect Hex Fragments above all. Clear waves with Skill 3, and when enemies go in on you, absorb it with Skill 1's shield and answer with the empowered basic attack. Upgrade Skill 3 (Blast Quake) first. The second explosion makes wave clear much easier.
Clear waves fast with upgraded Skill 3's double damage and show up for roams and objectives. When your jungler ganks, drop Skill 2's gravity field on the enemy's escape path and finish with the 3-stack stun. Champion takedowns give 25 fragments, so get involved in fights.
Once every skill is upgraded, the Hexcore is complete. The empowered Arcane Storm lets you control the battlefield. You have no mobility, so always fire Skill 3 from behind your team. Punish divers with Skill 2's gravity field and Skill 1's shield.
In teamfights, split the enemy with Skill 2 on chokepoints or their path, and drop Arcane Storm on their backline. Drag it to keep chasing anyone who runs. Ult interrupts channels on impact, so it also shuts down big ults like Katarina's or Miss Fortune's. Finish by sweeping upgraded Skill 3 through the group.
Arcane Storm is not a fire-and-forget skill. You can steer the storm by dragging the skill button after casting. Leaving it parked while enemies walk out is a big waste. The storm moves faster the closer it is to you. Hold a safe position without overchasing and keep it on fleeing enemies. With the Howl upgrade, takedowns empower and extend the storm, and a single Ult can control the whole fight.
Shield yourself with Skill 1 while dealing damage, land the empowered auto, then follow up with Skill 3.
Pin them with the gravity field from Skill 2, then land Skill 3 and the empowered auto on the stunned target.
Pin them with the gravity field, layer the Ult storm on top, then sweep with Skill 3. Drag the storm onto anyone fleeing.

Critical damage is 200% for every champion. These figures exclude items and runes.
Our take
Nothing about the abilities themselves changed — only the order the client suggests. Follow the recommendation and the ability Viktor used to level second now comes first. Anyone with a preferred build can still level manually; this only moves the default for players taking the suggestion at face value. No ability numbers moved, so sticking with your usual order costs nothing.
